78  | 康熙二十三年，部臣蘇拜、總督姚啟聖、巡撫金鋐、提督萬正色會議疏內，有興販東洋白糖一項，歲定二萬擔；不足之數，聽在本省採買。施琅另疏云：「本省去臺灣已隔重洋，以臺灣所產白糖配臺灣興販船數，固為安便；若就本省湊買，涉重洋而至臺灣，方興販東洋，則今四方蕩平，六合為一，何地不可興販？必藉臺灣之名買白糖赴彼興販，此皆部臣蘇拜等慮錢糧不敷，婉為籌度。臣今不言，後有禍患，咎安所逭？」 |
