秋七月己亥，詔陜西緣邊諸州饑民鬻男女入近界部落者，官贖之。李繼遷奉表請降，以為銀州觀察使，賜國姓，改名保吉。是月，乾寧軍蝗，許、雄、嘉三州大水。

清州，下，本乾寧軍。幽州蘆臺軍之地，晉陷契丹。周平三關，置永安縣，屬滄州。太平興國七年置軍，改縣曰乾寧隸焉。大觀二年，升為州。政和三年，賜郡名曰乾寧。崇寧戶六千六百一十九，口一萬二千七十八。貢絹。縣一：乾寧。熙寧六年省為鎮。元符二年復。崇寧三年再省。政和五年又復。
