永靜軍，同下州。唐景州。太平興國六年，以軍直屬京。淳化元年，以冀州阜城來屬。景德元年，改軍名。崇寧戶三萬四千一百九十三，口三萬九千二十二。貢簟、絹。縣三：東光，緊。

劉甲，字師文，其先永靜軍東光人，元祐宰相摯之後也。父著，為成都漕幕，葬龍游，因家焉。甲，淳熙二年進士，累官至度支郎中，遷樞密院檢詳兼國史院編修官、實錄院檢討官。

張邦昌，字子能，永靜軍東光人也。舉進士，累官大司成，以訓導失職，貶提舉崇福宮，知光、汝二州。政和末，由知洪州改禮部侍郎。首請取崇寧、大觀以來瑞應尤殊者，增製旗物，從之。宣和元年，除尚書右丞，轉左丞，遷中書侍郎。欽宗即位，拜少宰。
