27  | 又诏前代功臣、烈士，详其勋业优劣以闻。有司言：「齐孙膑晏婴、晋程婴公孙杵臼、燕乐毅、汉曹参陈平韩信周亚夫卫青霍去病霍光、蜀昭烈帝关羽张飞诸葛亮、唐房玄龄长孙无忌魏徵李靖李绩尉迟恭浑瑊段秀实等，皆勋德高迈，为当时之冠；晋赵简子、齐孟尝君、赵赵奢、汉邴吉、唐高士廉唐俭岑文本马周为之次；南燕慕容德、唐裴寂、元稹又次之。」诏孙膑等各置守冢三户，赵简子等各二户，慕容德等禁樵采；其有开毁者，皆具棺□郭、朝服以葬，掩坎日致祭，长吏奉行其事。 |

| 25 | 臣伏见唐太宗有魏玄成、房玄龄、杜如晦，明皇有姚崇、宗魏知古，皆任以辅弼，委之心膂，财成帝道，康济九区，宗祀延洪，史策昭焕，良由登用得其人也。今陛下君临万方，焦劳庶政，宵衣旰食，以民为心。历考前王，诚无所让，而辅相之重，未偕曩贤。况为邦在于任人，任人在乎公正，公正之道莫先于赏罚，斯为政之大柄也。敬赏罚匪当，淑慝莫分，朝廷纪纲，渐致隳紊。必须公正之人典衡轴，直躬敢言，以辨得失，然后彝伦式序，庶务用康。 |
