马亮，字叔明，庐州合肥人。举进士，为大理评事、知芜湖县，再迁殿中丞、通判常州。吏民有因缘亡失官钱，籍其赀犹不足以偿，妻子连逮者至数百人。亮纵去，缓与之期，不逾月，尽输所负。罗处约使江东，以亮治行闻，擢知濮州。

仲简字畏之，扬州江都人。以贫，佣书杨亿门下，亿教以诗赋，遂举进士。历通判郑州、河南府推官。改秘书省著作佐郎、知芜湖县，通判楚州，累迁尚书都官员外郎。改侍御史、安抚京东，迁知真州，入为三司度支判官。经制陜西粮草，就迁兵部员外郎、直史馆、知陜州。徙江东转运使，除侍御史知杂事，为三司盐铁副使、工部郎中。奉使陜西，多任喜怒，以马棰击军士流血，仁宗面诘之，不能对，出为河东转运使。
