八月甲午朔，录陈瓘后。丙申，复命种师道以宣抚使巡边，召李纲还。庚子，诏以彗星，避殿减膳，令从臣具民间疾苦以闻。河东察访使张灏与金人战于文水，败绩。辛丑，诏求民之疾苦者十七事，悉除之。丁未，斡离不复攻广信军、保州，不克，遂犯真定。戊申，都统制张思正等夜袭金人于文水县，败之。己酉，复战，师溃，死者数万人，思正奔汾州。都统制折可求师溃于子夏山。威胜、隆德、汾、晋、泽、绛民皆渡河南奔，州县皆空。金人乘胜攻太原。录张庭坚后。乙卯，遣徽猷阁待制王云、阁门宣赞舍人马识远使于金国，秘书著作佐郎刘岑、太常博士李若水分使其军议和。戊午，许翰罢知亳州。己未，太宰徐处仁罢知东平，少宰吴敏罢知扬州。以唐恪为少宰兼中书侍郎，何□为中书侍郎，礼部尚书陈过庭为尚书右丞，开封尹聂昌同知枢密院事，御史中丞李回签书枢密院事。庚申，遣王云使金军，许以三镇赋税。是月，福州军乱，杀其知州事柳庭俊。

重和元年二月，前发运副使柳庭俊言：「真扬楚泗、高邮运河堤岸，旧有斗门水闸等七十九座，限则水势，常得其平，比多损坏。」诏检计修复。六月，诏：「两浙霖雨，积水多浸民田，平江尤甚，由未浚港浦故也。其复以赵霖为提举常平，措置救护民田，振恤人户，毋令流移失所。」八月，诏加霖直秘阁。
