50  | 且言：「今天下之力竭於養兵，而莫甚於江上之軍。都統司謂之御前軍馬，雖朝廷不得知；總領所謂之大軍錢糧，雖版曹不得與。於是中外之勢分，而事權不一，施行不專，雖欲寬民，其道無由。誠使都統司之兵與向者在制置司時無異，總領所之財與向者在轉運司時無異，則內外為一體。內外一體，則寬民力可得而議矣。」帝從容嘉納，且勞之曰：「卿昔安在？朕不見久矣。其以所著書示朕。」退，以《周禮說》十三篇上之，遷秘書少監兼實錄院檢討官、嘉王府贊讀。 |
