4  | 六月，河溢北京夏津。閏七月辛卯，帝語執政：「聞京東調夫修河，有壞產者，河北調急夫尤多；若河復決，奈何？且河決不過占一河之地，或西或東，若利害無所校，聽其所趨，如何？」王安石曰：「北流不塞，占公私田至多，又水散漫，久復澱塞。昨修二股，費至少而公私田皆出，向之瀉鹵，俱為沃壤，庸非利乎。況急夫已減於去歲，若復葺理堤防，則河北歲夫愈減矣。」 |
