31  | 庚子，三省、樞密院奏事延和殿，文彥博、呂大防、安燾等謂：「河不東，則失中國之險，為契丹之利。」范純仁、王存、胡宗愈則以虛費勞民為憂。存謂：「今公私財力困匱，惟朝廷未甚知者，賴先帝時封樁錢物可用耳。外路往往空乏，奈何起數千萬物料、兵夫，圖不可必成之功？且御契丹得其道，則自景德至今八九十年，通好如一家，設險何與焉？不然，如石晉末耶律德光犯闕，豈無黃河為阻，況今河流未必便沖過北界耶？」太后曰：「且熟議。」 |
