25  | 二月癸巳朔，遼東督師尚書王之臣奏：『遼地千里，今欲尺寸而收之，勢所不能。莫若以遼民實遼土，有力者，聽其自墾；無力者，酌借屯本為資，俟秋成徵還。自寧遠以西及左、右近城者，舊貫可仍。自此而東，久為戎馬之場；宜分三等：其近城處泉甘土沃為上者，三年起科；稍遠而瘠為中者，五年起科；至於窮邊沙鹵之場為下者，永不起科』。上命即行之。 |
