长兴三年春正月癸未朔，帝御明堂殿受朝贺，仗卫如式。丁亥，陜州节度使安从进移镇延州。己丑，遣邠州节度使药彦稠、灵武节度使康福率步骑七千往方渠讨党项之叛者。庚寅，以前北京副留守吕梦奇为户部侍郎。辛卯，以前彰国军留后孙汉韶为利州节度使，充西面行营副部署兼步军都指挥使。庚子，契丹遣使朝贡。辛丑，秦王从荣加开府仪同三司、兼中书令。戊申，诏选人文解不合式样，罪在发解官吏，举人落第，次年免取文解。中书门下奏：「请亲王官至兼侍中、中书令，则与见任宰臣分班定位，宰臣居左，诸亲王居右。如亲王及诸使守侍中、中书令，亦分行居右，其馀使相依旧。」从之。渤海、回鹘、吐蕃遣使朝贡。大理正张居琭上言：「所颁诸州新定格式、律令，请委逐处各差法直官一人，专掌检讨。」从之。
