宋必達，字其在，湖北黃州人。順治八年進士，授江西寧都知縣。土瘠民貧，清泰、懷德二鄉久罹寇，民多遷徙，地不治。請盡蠲逋賦以徠之，二歲田盡闢。縣治瀕河，夏雨暴漲，城且沒。禱於神，水落，按故道疏治之，自是無水患。
