| 37 | 周人龍，字雲上，直隸天津人。康熙四十八年進士，授山西屯留知縣。興學賑荒，有聲。調清源，境內洞渦、嶑峪諸河入汾，常有水患，濬渠築堰，民賴之。歷忻州直隸州知州、蒲州知府。蒲郡瀕黃河，河水遷徙無常。山、陜兩省民隔河爭地，訟數十年不結。人龍請於大吏曰：「臨河灘地，當以河為界。河東遷，則山西無地之糧歸陜西；河西遷，則陜西無地之糧歸山西。糧隨地起，不缺正賦。因地納糧，無累民生。山、陜沿河二千餘里，凡兩省湮沒之地，令地方官照糧查地，按地過糧。除鹵咸者照例題請免徵，其餘水退之地，招令沿河民認糧承種，庶事無偏枯，爭訟可息。」大吏從其議，至今便之。 |
