夏四月己未，调李林盛为甘肃提督，擢潘育龙为固原提督，移蓝理为天津总兵官，以曹秉桓为汉军都统。丙子，刑部尚书王士禛请假回籍。上谕大学士曰：「山东人性多偏执，好胜寻仇，惟王士禛无之。其诗甚佳，居家惟读书。若令回籍，殊为可惜。给假五月，不必开缺。」丁丑，上阅永定河。谕李光地：「隆冬冰结，可照常开泄。清水流于冰下，为冰所逼，冲刷河底愈深。」阅大湾口，谕：「石堤尚未兴工，可以南来杉木排椿，尔等勿忽。」阅子牙河。乙酉，上还京。

四十三年，挑杨村旧引河。先是子牙河广福楼开引河时，文安、大城民谓有益，青县民谓不便，各集河干互控。至是河成，三县民皆称便。天津总兵官蓝理请于丰润、宝坻、天津开垦水田，下部议。旋谕曰：「昔李光地有此请，朕以为不可轻举者，盖北方水土之性迥异南方。当时水大，以为可种水田，不知骤涨之水，其涸甚易。观琉璃河、莽牛河、易河之水，入夏皆涸可知。」次年部臣仍以开垦为请，谕以此事暂宜存置，可令蓝理于天津试开水田，俟冬后踏勘。
