張瑾，字去瑕，江南江都人。康熙二年舉人。十九年，授雲南昆明知縣。時吳三桂初平，故軍衛田隸藩府者，徵租量豐歉收之，事平沿為額，民不能供。又軍興後官司府署器用皆里下供應，而取給於縣，故昆明之徭，尤重於賦。瑾請於大吏，奏減其賦，不可；乃疆畫荒地，招流亡，給牛種，薄其徵以濟軍衛之賦。一年墾田千三百餘畝，三年得萬餘畝。又均其徭，里蠹無科派，奸民無包收，諸侵漁弊皆絕。民舊供縣公費日十金，瑾曰：「吾食祿於君，不食傭於民。」革之。總督曰：「陳仲子之廉，能理劇乎？」又問：「今家幾何人？」對曰：「子一，客與僕各二。」瞷之，信，皆驚異。自公費除而上之取給者亦減。
