27  | 顺治初元，定茶马事例。上马给茶篦十二，中马给九，下马给七。二年，差御史辖五茶马司。时商人多越境私贩，番族利其值贱，趋之若鹜。兼番僧驰驿往来，夹带私茶出关，吏不能诘。户部奏言：「陜西以茶易马，明有照给金牌勘合之例。今可勿用，但定价值。至番僧所至，如官吏纵容收买私茶，听巡按御史参究。」茶马御史廖攀龙又言：「茶马旧额万一千八十八匹，崇祯三年增解二千匹，请永行蠲免。」并从之。四年，命巡视茶马满、汉御史各一，直隶河宝营地当张家口之西，明时鄂尔多斯部落曾于此交易茶马，旋封闭。至是，户部差理事官履勘，以状闻。谕仍准互市。七年，以甘肃旧例，大引篦茶，官商均分，小引纳税三分入官，七分给商。谕嗣后各引均由部发，照大引例，以为中马之用。又旧例大引附六十篦，小引附六十七斤。定为每茶千斤，概准附百四十斤，听商自卖。 |
