164  | 秋七月戊戌，置川滇邊務大臣，以趙爾豐任之，賞侍郎銜。沁河決口合龍。庚子，江蘇水陸各營旗防軍改編巡防隊。辛丑，考察政治大臣載澤等還京，上封事。命醇親王、軍機政務處大臣、大學士、北洋大臣公閱，取進止。乙巳，奉天開商埠大東溝，置海關，以東邊道兼監督。戊申，諭曰：「載澤等陳奏，謂國勢不振，由上下相暌，內外隔閡。官不知所以保民，民不知所以衛國。而各國所由富強，在實行憲法，取決公論。時處今日，惟有仿行憲政，大權統於朝廷，庶政公諸輿論。預備立憲基礎，內外臣工切實振興。俟數年後規模粗具，參用各國成法，再定期限實行。」己酉，諭立憲預備，須先釐定官制，命大臣編纂，奕劻、孫家鼐、瞿鴻禨總司核定，取旨遵行。調端方為兩江總督兼南洋大臣。甲子，發江蘇庫儲十萬賑徐、海、淮西水災。 |
