143  | 三月乙亥，奉天饑。俄兵入長春，據之。丙子，巴塘番人焚毀法國教堂，駐藏幫辦鳳全剿捕，遇伏死。飭四川提督馬維騏剿之。命柯逢時管理八省土膏統捐事宜。丁丑，見德親王福禮留伯、公使穆默於乾清宮。己卯，詔督撫舉堪勝提鎮官者。己丑，雲南省城開商埠。庚寅，罷新置江淮巡撫，改淮揚總兵為江北提督。癸巳，諭更定法律。死罪至斬決止，除凌遲、梟首、戮尸等刑。斬、絞、監候者以次遞減。緣坐各條，除知情外，餘悉寬免。刺字諸例並除之。甲午，以禁止刑訊，變通笞、杖，清查監獄羈所，諭督撫實力奉行。乙未，犍為匪徒作亂，官軍剿平之。丙申，命周馥往江北籌畫吏治、海防、河工、捕務。 |
