179  | 秋七月辛卯，詔中外臣工議化除滿、漢。甲午，改考查政治館為憲政編查館。其軍機大臣、大學士、參預政務大臣會議事，於內閣行之。壬寅，懿旨遣楊士琦赴南洋各埠考察，獎勵華僑。免趙州、祿豐被災額賦。賑順天等屬災民，及瀏陽、邵陽蛟災。甲辰，詔以匪徒謀逆，往往假革命名詞，巧為煽誘。各督撫當設法解散。獲犯擬罪，分別叛逆、盜匪科論，被脅及家屬不知情者勿株連。命張蔭棠為全權大臣，與英人議藏約。敬信卒。己酉，定限年編練陸軍三十六鎮。丙辰，命張之洞、袁世凱並為軍機大臣，以袁世凱為外務部尚書。丁巳，命楊士驤署直隸總督兼北洋大臣。戊午，李經邁以母病免，命雷補同充出使奧國大臣。己未，河決孟縣。 |
