62  | 六月甲寅，免杭州、寧波、金華、衢州、臺州災賦。丁卯，諭曰：「朕覽法司章奏，決囚日五、六人，或十餘人。念此愚氓，兵戈災祲之後，復罹法網，深可憫惻。有虞之世，民不犯於有司。漢文帝、唐太宗亦幾致刑措。今犯法日眾，豈風俗日偷歟？抑朝廷德教未敷，或讞獄者有失入歟？嗣後法司其明慎用刑，務求平允。」戊辰，免房山縣上年災賦。桂王將劉文秀寇常德，遣其黨犯岳州、武昌，官軍擊走之。己卯，封博果鐸為和碩莊親王。辛巳，命內十三衙門立鐵牌。諭曰：「中官之設，自古不廢。任使失宜，即貽禍亂。如明之王振、汪直、曹吉祥、劉瑾、魏忠賢輩，專權擅政，陷害忠良，出鎮典兵，流毒邊境，煽黨頌功，謀為不軌，覆敗相尋，深可鑒戒。朕裁定內官職掌，法制甚明。如有竊權納賄，交結官員，越分奏事者，凌遲處死。特立鐵牌，俾世遵守。」 |
