30  | 十年春正月庚午，諭曰：「朕自親政以來，但見滿臣奏事。大小臣工，皆朕腹心。嗣凡章疏，滿、漢侍郎、卿以上會同奏進，各除推諉，以昭一德。」辛未，諭：「言官不得捃摭細務，朕一日萬幾，豈無未合天意、未順人心之事。諸臣其直言無隱。當者必旌，戇者不罪。」癸酉，免莊浪、紅城堡、洮州衛災賦。丁丑，改洪承疇為弘文院大學士，陳名夏為祕書院大學士。庚辰，以貝勒吞齊為定遠大將軍，統征湖南軍，授以方略。丙戌，以多羅額駙內鐸為議政大臣。詔三品以上大臣各舉所知，仍嚴連坐法。庚寅，調金之俊為左都御史，以劉昌為工部尚書。癸巳，更定多羅貝勒以下歲俸。丙申，幸內苑，閱通鑑。上問漢高祖、文帝、光武及唐太宗、宋太祖、明太祖孰優。陳名夏對曰：「唐太宗似過之。」上曰：「不然，明太祖立法可垂永久，歷代之君皆不及也。」 |
