21  | 第五倫，字伯魚，京兆長陵人。建武二十九年，拜會稽太守，躬自斬芻養馬，妻執炊爨，受俸裁留一月糧，餘皆賤貿，與民之貧羸者。會稽俗多淫祀，好卜筮，民常以牛祭神，百姓財產以之困匱。倫移書屬縣，巫祝有依托鬼神，詐怖愚民案論之，有妄屠牛者，吏輒行罰，百姓以安。永平五年，坐法征老小，攀車叩馬，啼呼相隨，日裁行數里，倫乃偽止亭舍，陰乘船去。及詣廷尉，吏民上書守闕者千餘人。 |
