| | The feudal lords have enough power to exercise autocratic rule, and sufficient strength to commit rebellion; even if an order is given by a maiden wearing a ceremonial cap, one must not say there will be no daring. If the power is insufficient for autocratic rule and strength inadequate to commit rebellion, even if one gives birth to a Xia Yu, harboring resentment of an enemy, it would still cause no harm. Yet the reason why the world today is at peace is because all the feudal lords are few in number. In a few years' time, the feudal lords will all reach adulthood; Your Majesty will see this for yourself. How bitter it is! When one has the strength to act but does not, nurturing disorder and harboring calamity, sitting idly with folded hands without worry—such chaos is indeed to be expected. This can truly be called ignorance and lack of benevolence.

| | The Qin dynasty, day and night, deeply pondered and toiled with utmost effort in order to eliminate the worries posed by the Six States. Now, Your Majesty controls the empire with ease, merely nodding and pointing to have one's will done; thus bringing about the calamity of the Six States, it is difficult to speak of wisdom. If one constantly remains indifferent and merely delays disaster, it lies within what can be controlled. As the seeds of disorder grow daily, and none look upon them with resolve to act, after ten thousand years, passing it on to an elderly mother and a weak son, causing chaos that cannot be controlled by Cao Bo—can this be called benevolence?
