| | Now the younger brother of someone is plotting to become an eastern emperor, while the son of his elder brother attacks from the west; now Wu has also been informed. The Son of Heaven is in the prime of his life, has not yet exceeded propriety in his conduct, and his virtue and grace are even more abundant; yet still it is like this. How much more so for great feudal lords whose power and influence are ten times greater!

然而天下少安者，何也？大国之王，幼在怀衽，汉所置傅相，方握其事。数年之后，诸侯王大抵皆冠，血气方刚。汉之所置傅，归休而不肯住，汉所置相，称病而赐罢。彼自丞尉以上，偏置其私人，如此有异淮南、济北之为耶！此时而乃欲为治安，虽尧舜不能。 |
| | Yet why is the realm somewhat at peace? The kings of great states are still young, cradled in their mothers' arms, and the regents appointed by Han hold power over affairs. Several years later, the kings of the feudal lords will generally have reached adulthood, their blood and spirit at their peak. The regents appointed by Han return to retirement and refuse to stay; the chancellors appointed by Han claim illness and are thus granted dismissal. From the level of imperial secretaries and magistrates upward, they have placed their own private appointees; is this not different from the actions of Huainan and Jibei? At such a time to wish for order and stability, even Yao and Shun would be unable to do so.

黄帝曰：“日中必𥶙，操刀必割。”今令此道顺而全安甚易，弗肯早为已，乃堕骨肉之属而抗刭之，岂有异秦之季世乎！夫以天子之位，用天下之力，乘今之时，因天之助，尚惮以危为安，以乱为治。假设陛下居齐桓之处，将不合诸侯匡天下乎！ |
| | The Yellow Emperor said: "When the sun reaches its zenith, one must rest; when holding a knife, one must cut." Now it is very easy to follow this principle and maintain peace and security, yet they refuse to act early on. Instead, they fall into conflict with their own kin and raise arms against them—how different could this be from the final days of Qin! In possession of the Son of Heaven's position, employing the strength of all under heaven, taking advantage of the present opportunity and relying on heavenly assistance, one still hesitates to regard danger as safety and disorder as order. If Your Majesty were in the position of Duke Huan of Qi, would you not unite the feudal lords to rectify the realm!
