文學曰:「古者,周其禮而明其教,禮周教明,不從者然後等之以刑,刑罰中,民不怨。故舜施四罪而天下咸服,誅不仁也。輕重各服其誅,刑必加而無赦,赦惟疑者。若此,則世安得不軌之人而罪之?今殺人者生,剽攻竊盜者富。故良民內解怠,輟耕而隕心。古者,君子不近刑人,刑人非人也,身放殛而辱後世,故無賢不肖,莫不恥也。今無行之人,貪利以陷其身,蒙戮辱而捐禮義,恒於苟生。何者?一日下蠶室,創未瘳,宿衛人主,出入宮殿,由得受奉祿,食大官享賜,身以尊榮,妻子獲其饒。故或載卿相之列,就刀鋸而不見閔,況眾庶乎?夫何恥之有!今廢其德教,而責之以禮義,是虐民也。春秋傳曰:『子有罪,執其父。臣有罪,執其君,聽失之大者也。』今以子誅父,以弟誅兄,親戚相坐,什伍相連,若引根本之及華葉,傷小指之累四體也。如此,則以有罪反誅無罪,無罪者寡矣。臧文仲治魯,勝其盜而自矜。子貢曰:『民將欺,而況盜乎!』故吏不以多斷為良,毉不以多刺為工。子產刑二人,殺一人,道不拾遺,而民無誣心。故為民父母,以養疾子,長恩厚而已。自首匿相坐之法立,骨肉之恩廢,而刑罪多矣。父母之於子,雖有罪猶匿之,其不欲服罪爾。聞子為父隱,父為子隱,未聞父子之相坐也。聞兄弟緩追以免賊,未聞兄弟之相坐也。聞惡惡止其人,疾始而誅首惡,未聞什伍而相坐也。老子曰:『上無欲而民樸,上無事而民自富。』君君臣臣,父父子子。比地何伍,而執政何責也?」
