大漢之興,海內新定,先王之禮法尚多有所缺,故因秦之制,以十月為歲首,曆用顓頊;孝武皇帝恢復王度,率由舊章,招五經之儒,徵術數之士,使議定漢曆,及更用鄧平所治,元起太初,然後分、至、啟、閉,不失其節,弦、望、晦、朔,可得而驗。成、哀之間,劉歆用平術而廣之,以為三統曆,比之眾家,最為備悉;至孝章皇帝,年曆踈闊,不及天時,及更用四分曆舊法,元起庚辰,至靈帝四分曆,猶復後天■■半日,於是會稽都尉劉洪更造乾象曆,以追日月星辰之行,考之天文,於今為密。會宮車宴駕,京師大亂,事不施行,惜哉!上觀前化,下迄於今,帝王興作,未有奉贊天時,以經人事者也。故孔子制《春秋》,書人事,而因以天時,以明二物相須而成也。故人君不在分、至、啟、閉,則不書其時月,蓋刺怠慢也。夫曆數者、聖人之所以測靈耀之賾,而窮玄妙之情也。非天下之至精,孰能致思焉?今麤論數家舊法,綴之於篇,庶為後之達者,存損益之數云耳。
