戚麟祥，字圣来，号瓶谷，浙江德清人，清朝官员。戚麟祥为康熙四十八年（1709年）已丑科进士，选庶吉士。康熙五十一年，散馆授编修。康熙五十六年，担任江南乡试副考官，官至侍讲学士，通河洛之学，祈祷晴雨，颇灵验。世宗嗣位，因事戍宁古塔，临行前称，「某年吾当归。」其子戚弢言随从北上，备受艰苦。
雍正八年，戚弢言回京应试，中进士，除福建连江知县。乾隆元年，大赦天下，麟祥仍不得还。戚弢言刺指血为书求郝玉麟赦父，玉麟最初不肯，戚弢言大哭，引佩刀欲自裁，玉麟终于答应。至京城，高宗得知此事，深悯之，特赦戚麟祥。戚麟祥于隔年于连江去世。著有《瓶谷笔记》。
