周德权（？ - 911年），许州人（一作汝南人），唐朝末年及五代十国时前蜀政治人物，也是顺德皇后周氏的弟弟。周德权跟随蜀高祖王建到西川，累积战功担任蜀州刺史。乾宁四年（897年），王建和顾彦晖争夺东川，交战五十多次也没有胜负；他对王建说：「我军讨伐东川三年，使得西川军民俱困，顾彦晖懦而无谋，想偷安，对割据东川州县的农民军头领诱以厚利，恃其救援，故坚守不下，建议对这些头领谕以祸福，恩威并施，顾彦晖越发陷入绝境。」于是顾彦晖最后战败。
之后他转任眉州刺史，到朱温篡唐建立后梁，他向王建呈上《劝进表》劝他称帝，王建十分高兴，指出叔舅成就他的大事。王建即位，封太保、中书令，在永平元年（911年）逝世，赠官太师。
