皇甫惟明（? - 747年），曾任742年－746年的陇右节度使、746年兼任河西节度使。天宝元年（742年）十二月，陇右节度使皇甫惟明击破吐蕃大岭军，天宝元年十二月戊戌（743年1月27日 ）攻破青海道莽布支营三万馀众，斩获敌人首级五千馀。天宝二年四月丁亥（743年5月16日，癸未年），皇甫惟明率领军队前往西平，击退吐蕃，行走千馀里，攻破洪济城。天宝四年九月癸未（745年10月28日，乙酉年），皇甫惟明攻打石堡城，没有攻克，副将战死。
天宝五年（746年）正月乙丑，陇右节度使皇甫惟明兼任河西节度使。
皇甫惟明与忠王李亨为好友，韦坚为忠王妻舅，皇甫惟明因此常劝戒唐玄宗远离李林甫。李林甫知道后，便指使杨慎矜诬告刑部尚书韦坚与节度使皇甫惟明同谋罢废唐玄宗，欲拥立李亨登基。唐玄宗将二人贬出朝廷，担任地方太守。但是，《旧唐书》记载：「时天宝六载十一月，玄宗在华清宫，林甫令人发之。」相关人等遭废黜的时间点有所出入。
天宝六年正月辛巳（747年2月18日），皇甫惟明等人于贬途中，不久均被李林甫所派遣的御史杀害。
