北海敬王睦,显宗之在东宫,尤见幸。而睦性谦恭好士,名儒宿德,莫不造门。永平中,法宪颇峻,睦乃谢绝宾客,放心音乐。岁终,遣中大夫奉璧朝贺,召而谓曰:“朝廷设问寡人,大夫将何辞对?”使者曰:“大王忠孝慈仁,敬贤乐士,臣虽蝼蚁,敢不以实?”睦曰:“吁,子危我哉!此乃孤幼时进趋之行也。大夫其对以孤袭爵已来,志意衰惰,声色是娱,犬马是好。”使者受命而行。
