| | Liu Chang's great-grandfather Jiehou Mai, as a son of the Prince Ding of Changsha, was enfeoffed in Chongling Xiang, Lingdao, and became the Marquis of Chongling. Chang's father Ren Sihou, at that time with 476 households under his jurisdiction, found the terrain of Chongling to be low and damp, filled with noxious mountain forest gases, making it difficult for long-term residence. He submitted a memorial requesting a reduction in households and relocation to Nanyang, leaving only the man Zhang Chang to guard the ancestral tombs; Emperor Yuan approved this request. In the fourth year of Chuyuan (61 BC), they relocated to Baishui Xiang in Nanyang, but still used "Chongling" as the name of their fief. Thus, Ju Lu Duwei Hui returned home with them. After Ren's death, Chang was modest and thrifty, valuing righteousness; he gave the gold treasures and properties from his father's time to his elder brothers. The governor of Jingzhou reported Chang's virtuous conduct, and he was appointed as Duwei of Lujiang.

| | After more than a year in charge of Lujiang, Chang encountered a drought and toured the county; people held up withered rice plants and said that all their rice had dried up. The officials harshly demanded rent. Chang replied, "This is the responsibility of the governor." He took the withered rice to the governor's office. After a few rounds of wine, he mentioned it to the governor; the governor said, "There is no such thing." Chang showed him the withered rice. The governor asked, "Is this a matter for the Duwei?" Chang angrily scolded the governor, saying, "How dare you, rat's son!" The cishi submitted a report, and Wang Mang summoned him to Chang'an, where he was dismissed from office and returned to his fief.
