Fan Zhun, courtesy name Youling, served as a shizhou official. He conducted himself uprightly in office and never opened private letters; the world praised him for his icy purity.

Fan Zhun observed that scholars of his time lacked reverence, and the ancient kings' moral teachings were declining. He therefore submitted a memorial stating: "When Emperor Guangwu received the Mandate of Heaven to restore the dynasty, warlords were causing turmoil in Ji Zhou, banners and flags were in chaos across the marshes; yet he still laid down arms to discuss learning and halted his horses to debate principles. Emperor Xiaoming was especially devoted to Confucian classics. Upon ascending the throne, he revised and settled doubtful interpretations, verified diagrams and prophecies, conferred the title of Guannei Hou on Tai Chang Huan Rong, personally composed commentaries on the Five Elements, and after each ritual offering or archery ceremony, sat uprightly to give lectures himself while all the Confucian scholars listened together, bringing joy throughout the four directions. At that time, scholarship was especially flourishing; officials and gentry visited the Biyong to observe education, with those watching and being transformed counted in the tens of millions."
