| | The Five Emperors had punishments of exile, execution by exposure to the elements, banishment, and killing; the Three Kings had capital punishment and corporal penalties that involved carving into the flesh. Therefore, the penal system of the Five Emperors and the Three Kings eliminated cruelty and quelled disorder. Whipping and beating cannot be relaxed in the family; punishment and penalties cannot be abandoned in the state; military campaigns cannot be ceased throughout the world. Their application must have a foundation and sequence, and their implementation must follow proper order and direction.

统对尚书状曰：“元寿二年，三辅盗贼群辈并起，至燔烧茂陵都邑，烟火见未央宫，前代所未尝有。其后陇西新兴，北地任横、任崖，西河漕况，越州度郡，万里交结，或从远方，四面会合，遂攻取库兵，劫略吏人，国家开封侯之科，以军法追捕，仅能破散也。” |
| | Tong responded to the Shangshu's report, saying: "In the second year of Yuanshou, gangs of bandits and thieves rose together in the Three Fu regions, even burning down the towns around Maoling, with smoke and fire visible from Weiyang Palace. This was unprecedented in previous dynasties." After that, in Longxi Xinxing, Beidi Ren Heng and Ren Ya, Xihe Mao Kuang, Yuezhou Du Jun, and others formed connections across thousands of miles; some came from distant regions, converging from all directions. They then attacked to seize military supplies, robbed officials and civilians, and the state employed the regulations for the Dukou marquis, pursuing them according to military law, barely managing to disperse them."
