| | The Five Emperors had punishments of exile, execution by exposure to the elements, banishment, and killing; the Three Kings had capital punishment and corporal penalties that involved carving into the flesh. Therefore, the penal system of the Five Emperors and the Three Kings eliminated cruelty and quelled disorder. Whipping and beating cannot be relaxed in the family; punishment and penalties cannot be abandoned in the state; military campaigns cannot be ceased throughout the world. Their application must have a foundation and sequence, and their implementation must follow proper order and direction.
