| | Fang was a native of Pingliang. Thousands of Hu people from the vassal states rebelled, and they were in Canman. Fang followed them, falsely claiming to be surnamed Liu, and styled himself as King Xiping. At that time, the Xiongnu ruler Gulin Wang led troops to surrender to the Canman Hu people. Fang therefore followed them into the Xiongnu and stayed there for several years. The Chanyu, considering the Chinese realm still unsettled, wished to support and install Fang as a ruler. He sent Wulou Qiewang to seek entry into Wu Yuan, where he conspired with the falsely titled general Li Xing and others. Li Xing traveled north to the Chanyu's court to welcome Fang. Fang, relying outwardly on the Xiongnu and inwardly on Li Xing and others, was thus able to widely raid the border commanderies.
