Xu Fang, courtesy name Yeqing, was recommended as a filial and upright official. He was cautious and prudent, serving in the imperial court for ten years, faithfully attending to duties under three successive emperors without ever committing an error.

Fang submitted a memorial stating: "The original text of the Analects should be examined for its meaning and structure, but only basic comprehension is required; do not test them by means of policy questions." He hoped that scholars would focus on fundamentals, concentrate their efforts with single-minded devotion, diligently study under their teachers, carefully examine the meanings of classical texts, and thus attain a true understanding of both the practical applications and the essential truths. By doing so, Confucian scholarship would be widely promoted, sacred learning respected, and this would be beneficial to moral education and civilization. "Although Confucianism has been practiced for a long time, the Six Classics have declined and become obscure; learning and scholarship have gradually deteriorated. It is indeed appropriate to return to fundamentals and correct these deficiencies."

The commanderies and states were struck by floods, with several prefectures submerged; the number of deaths reached into the thousands. Disasters and ominous phenomena frequently occurred. The western Qiang rebels attacked, killing and plundering officials and civilians. The capital experienced excessive rain, while pests and bandits damaged the crops. Fang repeatedly submitted memorials taking responsibility for his faults, and was thus dismissed from office by imperial decree.

He was dismissed due to a solar eclipse.
