1 孝桓帝紀:
孝桓皇帝諱志,肅宗曾孫也。祖父河閒孝王開,父蠡吾侯翼,母匽氏。翼卒,帝襲爵為侯。
Xiaohuan Huangdi, whose personal name was Zhi, was a great-grandson of Suzong. His grandfather was Hejian Xiaowang Kai, his father was Ligu Hou Yi, and his mother was Yanshi. After Yi died, the emperor inherited the title and became a marquis.

In the first year of Benchu, Empress Dowager Liang summoned the emperor to Xiamen Ting and intended to marry him to her younger sister. Coincidentally, Emperor Zhi died. The empress dowager then colluded with her brother General-in-Chief Ji to decide on a plan within the palace. On the Gengyin day of the intercalary month, she sent Ji to hold the imperial scepter and use the marquis' green canopy carriage to welcome the emperor into Nangong Palace. He was enthroned as emperor that same day at the age of fifteen. The empress dowager still presided over court affairs.

On the Bingxu day, an edict was issued stating: "Filial and upright men as well as honest officials should all serve as magistrates to govern the people. They must suppress evildoers and promote virtue; this is the foundation for promoting moral education and order, which must always be followed." Although successive edicts were issued clearly and earnestly, local officials became complacent and careless. As a result, the selection of officials was flawed and erroneous, harming the common people. Recently, although some have been punished for their misconduct, they still have not repented or corrected themselves. At present, the Huai bandits remain unchecked and military campaigns are frequent; the people are exhausted and suffering from conscription and levies. I hope that all officials will show kindness to my weary subjects, eliminate greed and corruption, and thus seek blessings and auspicious omens. Therefore, let it be decreed that those holding positions with a salary rank of at least one hundred dan and who have served for ten years or more may only participate in selection if they possess exceptional talent or virtuous conduct. The descendants of corrupt officials shall not be recommended for office. This will eliminate the root causes of corruption, false claims, and undue influence, allowing honest and virtuous officials to be trusted for their integrity. Each must clearly fulfill his duties; I will observe the results."

On the Bingwu day, an edict was issued reducing the punishment of prisoners in commanderies and states by one degree for those sentenced to death, and forbidding the use of caning. Only those guilty of plotting rebellion or committing great treason would be exempt from this decree. Another edict stated: "The construction of tombs and burial mounds has taken many years, requiring extensive labor. The convicts and conscripts have worked especially diligently." Recently, the rain has not fallen sufficiently, and dense clouds have dispersed again; perhaps this is due to such circumstances. Therefore, let it be ordered that convicts laboring on the tomb construction shall each have their sentences reduced by six months."

On the last day of April in summer (Dingmao), a solar eclipse occurred. On the Yihai day of May, an edict was issued: "I have heard that Heaven gave birth to all people, who are unable to govern themselves. Therefore, rulers were established to manage and care for them." "When a ruler's conduct is virtuous among his subjects, auspicious omens will manifest above; "when affairs are mismanaged and order disrupted, signs of punishment will appear in natural phenomena." Recently, a solar eclipse caused the sun to be obscured and its light dimmed. I am deeply fearful and thoughtful, unable to find peace or rest. Is it not said in the classics: "When a solar eclipse occurs, one should cultivate virtue; when a lunar eclipse occurs, one must improve justice"? In the past, Emperor Xiaozhang took pity on those who had been unjustly banished in previous generations. Therefore, in the first year of Jianchu, all were granted grace and mercy; those exiled were allowed to return to their original commanderies, and those seized as property were freed into commoners. The virtuous governance of the late emperor—should we not strive to uphold it! Therefore, from the first year of Yongjian until this year, all those who were considered evil or guilty, their relatives and accomplices punished by association, as well as officials and commoners whose death sentences had been commuted to exile at the frontier—shall all return to their original commanderies; "Only those who were seized as property shall not be included in this decree."

On the Jia Shen day in November, an edict was issued: "My governance has been flawed and imbalanced; disasters have continued. The three lights are obscured, and yin-yang forces are out of order." I lie awake at night in deep sighs, my heart filled with pain as if suffering from a grave illness. Now in the capital, corpses of servants and attendants lie piled up; in the fields and roads of commanderies and counties, such scenes are found everywhere. This greatly violates the virtue of King Wen of Zhou, who covered the bodies of the dead with earth to show respect. Therefore, for those who have family but are too poor to afford a burial, the government shall provide funds: 3000 qian per person and three bolts of cloth for the funeral director; if there are no relatives, they may be buried in official land. Their names should be marked and a shrine established for sacrifices to honor them. Also, those conscripted into the Works Department who fall ill shall receive medical treatment; if they die, they should be buried with proper care and respect. For common people unable to support themselves or who have become displaced, grain shall be distributed according to established regulations. Commanderies and states must inspect and supervise carefully; they should especially emphasize benevolence and grace in order to bring peace and well-being to my people."

On the Gengchou day, an edict was issued: "In the past, our family suffered misfortune; the late emperor passed away at a young age. We have always considered the great importance of our ancestral line and deeply pondered the blessings of continuing the succession; we consulted with high-ranking officials and examined omens and divinations. Now that a wise ruler has been established, the dynasty's legacy is secured; heaven and humanity are in harmony, and all nations enjoy peace. The rite of adulthood has been completed, and the throne is about to be handed over. However, bandits remain active in various regions; thus, I have postponed the transfer of power until peace and tranquility are restored. Fortunately, with the assistance of loyal ministers in defending against aggression, the remaining villains have been eliminated. The people live in harmony and harvests are abundant; throughout the land, both near and far, peace is shared by all. Looking back on the meaning of "restoring the son and clarifying the sovereign," and recently admiring the example set by my predecessor in transferring power, I now declare that His Majesty shall assume imperial authority. Ministers and officials of all ranks should remain faithful to your posts, unite with one mind, and strive together as if breaking gold.
