成年年穀足，賓祭以盛，大馴鍾絕，服美義注，皁畜約制，餘子務藝，宮室城廓脩為備，供有嘉菜，於是日滿。年儉穀不足，賓祭以中盛，樂惟鍾鼓不服美，三牧五庫補攝，凡美不脩，餘子務穡，於是糾秩。年饑，則勤而不賓，舉祭以薄，樂無鍾鼓，凡美禁，畜不皁群，車不雕攻，兵備不利，民利不淫，征當商旅，以救窮乏，問隨鄉，不鬻熟，分助有匡以綏無者，於是救困。大荒，有禱無祭，國不稱樂，企不滿壑，刑罰不脩，舍用振穹，君親巡方，卿參告糴，餘子倅運，開廩同食，民不藏糧曰有匡。俾民畜惟牛羊，於民大疾惑，殺，一人無赦，男守疆，戎禁不出，五庫不膳，喪禮無度，祭以薄資，禮無樂，宮不幃，嫁娶不以時，賓旅設位有賜。 |
| | The adult years' grain is sufficient; guests and sacrifices are abundant. The great training bells are broken, the fine meaning annotations are worn out, black livestock are restrained, surplus sons attend to arts, palaces, houses, city walls, and fortifications are repaired and prepared, with offerings of choice vegetables provided, thus on this day it is complete. In years of scarcity, grain is insufficient; guests and sacrifices are moderately sufficient. Music consists only of bells and drums without fine adornment; three pastures and five granaries supplement the situation. Whatever is beautiful remains unrepaired; surplus sons attend to harvests, thus order is restored on this day. In years of famine, efforts are diligent but guests are not entertained; sacrifices are held with minimal offerings. Music lacks bells and drums; all fine adornments are prohibited. Livestock are not kept in black herds; carriages are not carved or decorated; military preparations are ineffective; the people's interests are not excessive. Taxes should be levied on merchants and travelers to relieve poverty, inquiries follow local customs, unripe goods are not sold, assistance is distributed to those who can help stabilize those without resources, thus in this way distress is relieved. In times of great famine, prayers are made but sacrifices are not held; the state does not celebrate with music; hopes do not fill the valleys. Punishments and penalties are not properly administered; resources are mobilized to support the heavens. The ruler personally tours the regions; ministers and officials report on grain procurement; surplus sons assist in transportation; granaries are opened for shared food, and when the people no longer hoard grain, it is said that there is assistance available. The people are allowed to raise only cattle and sheep; this causes great confusion and disease among the populace. Those who kill shall not be pardoned, even if they are one person. Men guard the borders; military forces are prohibited from leaving. The five granaries do not provide food. Funerals have no set standards; sacrifices use minimal offerings. Ceremonies lack music; palaces are without curtains. Marriages and betrothals do not follow proper seasons; guests and travelers are given positions with gifts.
