61  | 崇祯时，由侍读历迁少詹事，条奏救荒事宜。寻擢礼部右侍郎。时议限民田，德璟言：「民田不可夺，而足食莫如贵粟。北平、山、陜、江北诸处，宜听民开垦，及课种桑枣，修农田水利。府县官考满，以是为殿最。至常平义仓，岁输本色，依令甲行之足矣。」十四年春，杨嗣昌卒于军，命九卿议罪。德璟议曰：「嗣昌倡聚敛之议，加剿饷、练饷，致天下民穷财尽，胥为盗，又匿失事，饰首功。宜按仇鸾事，追正其罪。」不从。 |
