2  | 沈桂芬，字经笙，顺天宛平人，本籍江苏吴江。道光二十七年进士，选庶吉士，授编修。咸丰二年，大考一等，擢庶子。累迁内阁学士。先后典浙江、广东乡试，督陜甘学政，充会试副总裁。八年，丁父忧。服阕，补原官。晋礼部左侍郎。同治二年，出署山西巡抚，明年，实授。连上移屯、练兵诸疏，并称旨。桂芬以山西民食不敷，自洋药弛禁，栽种罂粟，粮价踊增。于是刊发条约，饬属严禁。疏陈现办情形，上韪之，颁行各省，著为令。旋丁母忧。六年，起礼部右侍郎，充经筵讲官，命为军机大臣。历户部、吏部，擢都察院左都御史，兼总理各国事务大臣。迁兵部尚书，加太子少保。光绪元年，以本官协办大学士。京畿旱，编修何金寿援汉代天灾策免三公为言，请责斥枢臣，谕交部议。桂芬坐革职，特旨改为革职留任。旋复原官，充翰林院掌院学士，晋太子太保。 |
