三年春正月丁丑，右相、乐成男刘仁轨致仕。辛卯，列辽东地为州县。二月戊申，以旱，亲录囚徒，祈祷名山大川。癸丑，日色出如赭。三月甲戌朔，大赦天下，改元为咸亨元年。三月丁丑，改蓬莱宫为含元殿。壬辰，太子少师、同东西台三品许敬宗致仕。

夏四月戊寅，幸合璧宫。壬午，于水南教旗。上问中书令阎立本、黄门侍郎郝处俊：「伊尹负鼎俎于汤，应是补缉时政，不知铸鼎所缘，复在何国？将为国之重器，历代传宝？」阎立本以古义对。五月乙未，五品已上改赐新鱼袋，并饰以银；三品已上各赐金装刀子、砺石一具。六月丙子，于洛州柏崖置仓。八月壬子，特进、高阳郡公许敬宗卒。九月乙卯，冀州大都督府复为魏州，魏州复为冀州。壬寅，沛王贤徙封雍王。
