18  | 九年，擢漕运总督。时运河久废不缉，兆栋虑海警阻漕，为上治河济运状，称旨。十一年，再调广东。粤俗嗜博，闱姓害尤烈，疏请禁止，报可，而总督英翰曲徇商人请，弛其禁，兆栋劾之，落职，遂兼摄总督事，禁益严，终其任，粤吏无敢言闱姓者。光绪四年，母忧归。服阕，起福建巡抚。 |
