15  | 军事未定，曾国藩议于广东筹饷，劳崇光创办厘金，诸弊丛起。拯疏言：「两粤为肇乱之区，岑溪、容县，数载皆为贼踞。信宜陈金缸尤为巨憝，群贼相为一气，滋蔓难图。劳崇光举办厘金，率令绅商包充垫缴，燃眉剜肉，事何可常？及崇光去任，徵收减少。近乃有厘务委员，或为众所殴伤，或为民间枷号，虽民情顽犷，而官吏恶劣亦可概见。以积年久乱之地，有负嵎圜视之贼，当一切利孔、百方搜剔之时，臣窃恐利未十而害已百。万一两粤复糜烂，更不知何所措手足，岂惟厘金不能办而已？」因荐广东道员唐启荫、两淮运使郭嵩焘、浙江运使成孙诒。旋用嵩焘督广东厘金，自拯疏发之也。 |
