48  | 汉世言备匈奴之策，不过二科：武夫尽征伐之谋，儒生讲和亲之约。课其所言，互有远志。加塞漠之外，胡敌掣肘，必未能摧锋引日，规自开张。当由往年冀土之民，附化者众，二州临境，三王出藩，经略既张，宏图将举，士女延望，华夷慕义。故昧于小利，且自矜侈，外示馀力，内坚伪众。今若务存遵养，许其自新，虽未可羁致北阙，犹足镇静边境。然和亲事重，当尽庙笇，诚非愚短所能究言。若追踪卫、霍瀚海之志，时事不等，致功亦殊。寇虽习战未久，又全据燕、赵，跨带秦、魏，山河之险，终古如一。自非大田淮、泗，内实青、徐，使民有赢储，野有积谷，然后分命方、召，总率虎旅，精卒十万，使一举荡夷，则不足稍勤王师以劳天下。 |
