邓润甫，字温伯，建昌人。尝避高鲁王讳，以字为名，别字圣求，后皆复之。第进士，为上饶尉、武昌令。举贤良方正，召试不应。熙宁中，王安石以润甫为编修中书条例、检正中书户房事。神宗览其文，除集贤校理、直舍人院，改知谏院、知制诰。同邓绾、张琥治郑侠狱，深致其文，入冯京、王安国、丁讽、王尧臣罪。
