16  | 卢克忠，贵徳州凤集人。高永昌据辽阳，克忠归金源郡，王干鲁干鲁克东京，永昌走长松岛，克忠与渤海人托卜嘉追获之，收国二年，授世袭穆昆。其后定燕伐宋，皆与有功，除登州刺史。天徳间，同知保大军节度使，时绥徳州军卒数人，道过鄜城，求宿民家，是夜，其家被盗，剽主人财，有司执夜宿卒，榜掠诬服，克忠察其寃，独不肯署，未几，果得贼。大定二年，除北京副都留守，㑹民艰食，克忠下令，凡民有蓄积者，计留一嵗，悉平其价籴之，由是无捐瘠之患。 |
