21  | 等因。钦此。十九日，公奏奉谕旨，檄催刘铭传赴直隶统带铭军，并陈明江面水师与洋面不同，彭玉麟、扬岳斌在籍情形，因及捍御外侮，徐图自强之法。二十日，奉上谕「军机大臣呈递直隶按察使钱鼎铭禀函，不胜诧异！张光藻、刘杰以奉旨治罪人员，即使患病属实，亦应在天津听候查办。乃该革员等，一赴顺德，一赴密云，捏病远避，尚复成何事体！朝廷令该革员赴津，实曲示保全之意。乃皆不能体会，置身事外。曾国藩率行给假他出，实属不知缓急」等因。钦此。二十三日，奉上谕：「近来内外臣工，往往遇事机紧急，徒事张皇，迨祸患略平，则又泄沓成风。为目前苟安之计，即使创立战守章程，而在事诸臣奉行不力，有名无实，遂使朝廷深谋远虑均属具文。似此因循成习，何时可冀自强？何时可平外患？宵旰焦忧，无时或释。」钦此。二十五日，刘杰到案。丁公日昌到天津。 |
