24  | 著李鸿章驰赴天津，会同督饬承审各员，认真研鞫，及早拟结。「钦此。二十三日，公具摺奏审明天津案内第一批人犯，分别定拟。又奏咨送复讯府县供词，并陈明该员解送刑部，恐难定限。又奏称办理迟延，自请交部严加议处。刘公铭传至天津。二十五日，李公鸿章至天津。二十七日，陈国瑞到案。二十八日，奏已革天津府县解部起程日期，并抄呈陈国瑞供词。附片奏称：府县本无大过，张光藻尤著循声。臣之初意，岂肯加以重咎？过听浮议，举措失直，遽将府县奏交刑部。此疏朝上，夕已悔憾。外间物议，纷纷不平。此次该革员等入狱，诚恐洋人执臣原奏，欲得而甘心，则臣之负疚愈深。请敕刑部细核供词，从轻定议，以平天下吏民之情，臣亦稍释隐憾。并申陈各省民教滋事实情，筹议预杜后患之法。 |
