4  | 二月初一日，岳州失守。初二日，公在衡山舟次，奏报东征起程日期一摺，并奏陈水陆营制、粮台章程大概情形，并奏调署抚标中军参将塔齐布、耒阳县知县陈鉴源、平江县知县林源恩、善化县知县李瀚章等随同东征差遣。又附片代递唐树义遗摺一件。公之为是役也，水陆兼进，尤注重水师。自上年创为战船，每事必躬自考察，材木之坚脆，纵广之矩度，帆樯楼橹之位，火器之用，营阵之式，下至米盐细事，皆经于目而成于心。粮台设立八所，条综众务：曰文案所、内银钱所、外银钱所、军械所、火顺所、侦探所、发审所、采编所，皆委员司之。罗公泽南、李公续宾湘勇二营，留驻衡州，以防南路土匪，委知府张丞实督办捐局，以资接济。时又奉到上谕「此时惟曾国藩统带炮船兵勇，迅速顺流而下，直抵武汉，可以扼贼之吭。此举关系南北大局，甚为紧要。此时水路进剿，专恃此军。 |
