5  | 洪武元年正月丁丑，太祖御奉天殿大宴群臣，宴罢，因召君臣谕之曰：「朕本布衣以有天下，实由天命。当群雄初起，所在剽掠，生民惶惶，不保朝夕。朕见其所为非道，心常不然。既而与诸将渡江，驻兵太平，深思爱民安天下之道。自是十有馀年，收揽英雄，征伐四克，赖诸将辅佐之功，尊居天位。念天下之广，生民之众，万几方殷，朕中夜寝不安枕，忧悬于心。」御史中丞刘基对曰：「往者四方未定，劳烦圣虑。今四海一家，宜少纾其忧。」太祖曰：「尧、舜圣人，处无为之世，尚且忧之，矧德匪唐虞，治非雍熙，天下之民方脱创残，其得无忧乎？夫处天下者当以天下为忧，处一国者当以一国为忧，处一家者当以一家为忧。且以一身与天下国家言之，身小也，所行不谨，或致颠蹶，所养不道，或生疢疾。况天下国家之重，岂可顷刻而忘警畏耶？ |
