12  | 洪武四年正月己卯，御史台进拟宪纲四十条，太祖览之，亲加删定，诏刊行。因谓台臣曰：「元时任官，但贵本族。轻中国之士，南人至不得入风宪，岂是公道。朕之用人，惟才是使，无间南北。风宪乃朕耳目，任得其人，则自无壅蔽之患。」殿中侍御史唐铎对曰：「臣闻元时遣使宣抚百姓，初出之日，四方惊动。及至，略无所为而出。百姓为之语曰：『奉使宣抚，问民疾苦。来若雷霆，去若败鼓。』至今传以为笑。今陛下一视同仁，任官惟贤，尤重风宪，明立法度。所以安百姓，兴太平，天下幸甚。臣等敢不精白一心，钦承圣意。」 |
